WELCOME BY THE MAYOR OF TOWYN AND KINMELL BAY TOWN COUNCIL

The Mayor of Llandudno Town Council welcomed the meeting to the town.

 

1409      THE NOTICE OF THE MEETING MINUTES OF THE LAST MEETING

The notice of the meeting was accepted.

The minutes were accepted as a correct record.

1410      ACTIONS TO BE TAKEN SINCE THE LAST MEETING

The secretary reported on the actions requested to be carried out by this meeting and confirmed that all actions had been completed.

 

1411     ONE VOICE WALES MEETING

The Chair gave a short report on actions taken since the last meeting regarding this subject.

The next stage is for the working group to meet with One Voice Wales once more. This meeting is due to take place later in May 2011.

 

1412      ASSOCIATION POLICY

The meeting received and a recommendation to the AGM approved to adopt the policy document circulated before the meeting.

 

1413        LOCAL AUTHORITY PENSIONS

A presentation was given by Gareth Jones of the Local Authority Pension Fund who explained how it all worked and why things have changed and explained more changes on the way.

The points of note were:

The local authority fund has risen (even with the current financial problems), however the funds liabilities have risen.

For example to fund the pension of a 40 year old male was £129,000 but is now £354,000.  This is an adjustment taken all at one time.

The above means some local authorities will find their individual funds in deficit.

The final salary scheme can, in the view of the fund managers, be divided between individual authorities.

There is some doubt that looking to claim back payments of lump sums is proper or legal.

There is a proposal to increase contributions form both employer and employee.

The membership considered the scheme unaffordable and not sustainable.

Investments are generally in government bonds (75%) and in other investments (25%).

Liabilities are going to increase over the coming years and the costs of this are to be passed onto local councils.

 

The Association AGREED that the following actions be taken:

The secretary shall investigate the effect on the balance sheet of Local Councils.

The Association is to take part in the consultation on local authority pensions to take place later in the year.

 

1414        PLANNING POLICY AT HOLYWELL

The Town Council at Holywell is seeing its High Street shopping suffer due to an excess of A2 and A3 uses.  A paper was issued to aid discussion.

The best way to alter policy is via the LDP as UDP polices are statutory.

Another way is to seek the Local Authority to prepare a PPG (Planning Policy Guidance Note) to seek to control such uses, successfully a percentage system has work in many cases.

The Association APPROVED that a letter  be sent to the County Council supporting the views of Holywell Town Council.

 

1415        DOG FOULING AND THE WELSH ASSEMBLY

This subject needs to be the subject of a full paper and this is to be done for the July meeting.

 

1416        CO OPTION AND ELECTIONS

A paper was issued in advance on co-options and elections.  This paper was received.

 

1417        WEB SITE and PUBLICITY

The Association has its own domain name for its Web Site.

The web site address is WWW.northwalesassociation.org.uk

A newsletter on the associations activities is to be posted on the web site and circulated to the AM’s and PM’s together with copies of the minutes and agenda for the next meeting.

 

1418        ANY OTHER BUSINESS

There was no other business so the chair closed the meeting.

 

1419        Bookings and lunches for Association Meetings

The secretary informed the meeting that his office was finding some difficulty in getting confirmations from members with regard to attendance and lunch bookings.

The next meeting will see a change in that the notice will state clearly that if members do not respond booking lunch at least 7 days in advance of the meeting lunch will not be provided for them.
There will be no chasing up of members in the future.

 

1420       DATE OF NEXT MEETING (AGM AND QUARTERLY MEETING)

To be held at CONNAHS QUAY at 10.30am on Friday 15th July 2011

 

1421       ACTIONS TO BE TAKEN FOR NEXT MEETING

The following actions are to be taken for the next meeting:

    1.    A press release to be issued to the media.

2.        The area AM’s and PM’s to be kept fully informed of the Associations

       activities.

3.        A letter is to be sent to the County Council supporting Holywell Town Council regarding change of uses in the main shopping street.

    4.    A paper on each of the adopted polices to be prepared for approval at the AGM.

    5.    Investigations into the effect of pension fund deficits on balance sheets to be circulated to the membership

    6.    A response to the consultation on pension changes to be considered when it is released
