1484    Welcome

Cllr Estelle Blevias,  Mayor of Welshpool Town Council, welcomed the meeting.

The Chair welcomed Cllr Ken Astley and Ivernia Watkin (Town Clerk) of Llanfair Caereinion Town Council to the Association.

The Chair expressed the Associations congratulations to St Asaph Town Council the creation of St Asaph as a City in the Jubilee Year.

 

1485    Presentation from Direct of Strategy and Engagement Planning (Health Board – North Wales)

A presentation was given on the North Wales Health Service Provision by Sally Baxter and John Harlington.

A copy of their presentation is attached to the minutes.  It was confirmed that no decisions on service delivery had been made but all services are under review.

 

The specific areas of concern which were addressed were:

        Closure of hospital and other services over the winter due to staff shortages, all are back as normal now.

        Altering services without consultation with Town and Community Councils – an apology was accepted and confirmation gained that this will not happen again.

        Communication needs to be improved with direct information issued to Town and Community Councils and not via the press.

 

The representatives from the Health Authority confirmed that NO changes would be made without consultation with the Town and Community Councils involved.

Several Councils represented made points of which the main ones are listed here:

 

a)    A minor injuries unit for Towyn and Kinmell Bay is needed particularly during the busy holiday periods.

b)    Flint asked for better communication and is seeking more security for its service delivery.

c)    Transport links very important when assessing where services are delivered from.

d)    Travel costs appear to be passed onto patients to save money from within the hospital budgets.

e)    Local delivery is supported.

f)     Bangor pointed out that although they have a full service hospital it appears to be at the expense of other localised services.

g)    Doctors surgeries are closing early on Fridays and not open at weekends in some areas such as Llanfair Caereinion.

h)    Apparantly there is a national contract in place with GP’s so that surgeries are open till 6.30pm weekdays, the secretary is to follow this matter up.

i)    Recruitment appears to be a problem, probably due to seeking the wrong level of people.  It was not understood why a degree was needed to start training for nurses.

j)    Appointment system is not working well in some areas.

k)    Inconsistent surgery and hospital provision over the area.

l)    Welshpool pointed out that Mid Wales also has problems being on the borders. 

m)   The border towns and services delivered from England appear to have a problem with sharing services effectively.

 

There were a number of points which Sally and John said they would come back with answers and clarification.

 

1486    Apologies for absence and attendance  list

The list was circulated and recorded as above.

 

1487    Notice of the meeting and minutes of the last meeting

The notice of the meeting was accepted.

The minutes were accepted as a correct record.

  

1488     Report on actions taken by the Secretary since the last meeting:

The secretary reported on the actions requested to be carried out by this meeting and confirmed that all actions had been completed.

 

1489      Financial Report

The Secretary issued a financial report showing a month by month analysis of the income and expenditure account.

 

1490    Welsh Language Policy

The Welsh Language Policy (Blue) was approved and has been submitted to the Welsh Language Board for their approval.

Such approval is awaited.

 

1491    Planning for sustainability (WAG Consultation)

The meeting considered the consultation on Planning for Sustainability and RESOLVED to sent the letter attached to the minutes to the Welsh Assembly subject to alteration

to the first question being strengthened.

 

1492    Annual Conference Details

The meeting RESOLVED to hold the annual conference in July 2013 (Annual Meeting) and thereafter on the day of the Annual Meeting each year.

 

1493       Executive Report

The meeting accepted the Executive Meetings minutes.

 

1494        Remuneration panel for Wales

The meeting considered the appointment of a member to go to the remuneration panel for Wales.  The meeting is to be held at Llandrindod Wells on Friday 27th April.

The meeting RESOLVED that Cllr Ken Astley should attend to represent the Association.

 

1495       TAN 8 wind farms, pylons, hub and transport

Following the Annual Conference held in Holywell in March and the previous resolution objecting to TAN8 the meeting RESOLVED to support Welshpool Town Council and

to approve the letter attached to the agenda.  The letter to be sent to both Parliament and the Welsh Assembly.

 

1496       Legal System for Wales (WAG Consultation)

The meeting considered the consultation on a separate legal system for Wales.  The meeting RESOLVED to write to the Welsh Assembly making the following points:

 

1.    An expression of extreme caution in progressing the proposal.

 

2.    The problems of transferring legislation from England to Wales will be fraught with difficulties.

 

3.    The feeling that this is another step towards an independent Wales.

 

4.    Without full details of how this proposal would work or how the lawmaking powers can be put in place the Association can not support such a proposal at this stage.

 

1497        Meeting attendance

The meeting agreed that member councils must respond in good time for meetings without the need for the secretary to keep chasing up for responses.

The meeting agreed that those who have booked lunch and do not turn up or are late in withdrawing should still be billed for that lunch.

 

1498    One Voice Wales

Members referred to the reduction in fees by 50% for the first year of membership.  It appears that members of the Association are still not willing to take up such offer.
The meeting did not feel the cost represented value for money for what was provided and that the North Wales Association met their needs much better.

 

1499     DATE OF NEXT MEETING  (QUARTERLY MEETING)

To be held at Connah’s Quay Civic Halls at 10.30am on Friday 20th July 2012

 

The other dates of meetings are to be:

            22nd June   and   21st September

            at Rhyl Council Offices at 10am

  

 1500       ACTIONS TO BE TAKEN FOR NEXT MEETING

The following actions are to be taken for the next meeting:

    1.    A press release to be issued to the media.

2.    The area AM’s and PM’s to be kept fully informed of the Associations activities.

3.    Welsh Language Policy to be passed to the Welsh Language Board

4.    Letter to be sent to WAG and Parliament on the TAN8 Wind Farms as per agenda papers.

5.    Secretary to write to Powys Local Health Board with regard to local surgery opening hours.

6.    Letter to be sent to WAG regarding the independent legal system for Wales consultation.

7.    Letter to be sent to WAG regarding the sustainable development consultation.

8.    Letter to be sent urgently to Cllr K Astley regarding the review panel to be held on 27th April regarding remunerations.

9.    Annual conference to be booked for July 2013 on the Annual Meeting day.
