1562   Welcome by the Chair of Connah’s Quay Town Council

Cllr A Roberts (Chair of Connah’s Quay Town Council) welcomed the meeting to the Town.

 

1563   Notice of the meeting

The notice of the meeting was accepted.

 

1564   Minutes of the last meeting

The minutes of the last meeting were accepted as a correct record with the penned alteration of the attendance details.

 

1565   Visiting speaker

The visiting Speaker was to have been the Secretary for Wales, however due to other commitments this was cancelled.

 

1566   Actions taken since the last meeting

The secretary reported on actions taken since the last meeting as set out in the agenda papers kept on file.

 

1567   Financial Report

The Secretary reported on the finances and a financial statement was issued with the agenda.  The bank account has received £552.50p income since the report was issued.

The meeting AGREED to authorise the payment of £350 to Welshpool Town Council for the copying and administration costs for the year to 31.3.2013.

 

1568   Executive Meeting

The minutes of the last Executive Meeting had been circulated with the minutes. These were received.

 

1569   One Voice Wales – working paper

The Meeting considered the paper attached to the agenda papers setting out a working relationship between One Voice Wales and the Association.

The Meeting AGREED the policy contained in the paper attached to the agenda and confirmed that the following actions are to be taken:

 

a)            A letter to be sent to One Voice Wales with the suggested Policy and suggesting a meeting between the parties.

b)            A copy of the letter and policy to be sent to every Welsh Assembly Member for information.

 

1570   North Wales Rail Electrification

The secretary reported on the proposed meeting with Network Rail and Arriva Trains on this subject. A date for a meeting is hoped to be set on 9th May. The Secretary will let Cllr T Renshaw know of the dates available.

 

1571   Wind Farm Policy

The Meeting considered a proposed policy on Wind Farm Development in Mid and North Wales.  The Policy was AGREED and was adopted as per the Policy attached to these minutes and the agenda papers.

 

1572   Constitution and Standing Orders

The Constitution and Standing Orders were discussed in some detail and were provisionally approved subject to alterations.  A copy of the revised Constitution and Standing Orders will be published with the AGM papers for approval.  A copy of the documents will be posted on the web site.

 

1573   Alcohol in Town Centres

A discussion took place around problems of alcohol in Town Centres.

Different Towns have tackled the problem in different ways but the most beneficial results are where the PCSO’s are involved in a pro-active role.

 

1574   Annual Conference

a)         Programme

The Meeting considered the programme for the Conference.

The Meeting AGREED that the programme should be detailed around the following:

Morning         AGM and Guest Speaker

Lunch

Afternoon      Conference

 

c)            Attendance       

The Meeting considered the following options with regard to attendance:

Option one

To allow attendance only to those representatives with their Clerks who have been appointed to represent their Councils at the Association meetings.

            Option two

To allow attendance of up to 3 Councillors and their Clerks including their

normal representatives appointed to represent their Councils at Association

meetings.

            Option three

            To all Councillors and Clerks from member Councils to attend but only the

normal representatives and Clerks appointed to represent their Councils at

Association meeting may take part in the AGM and final Decision making

at the end of the day.  Other Councillors may take part in the debates in the groups.

 

The Meeting AGREED to adopt the following:

            Morning        –           Members and Clerks only for the AGM & First speaker

Lunch and

            Afternoon     –           Open to all Councils who wish to attend and take part.

 

1575   Health Provision in Wales

The meeting considered a paper on ‘health equality’ in Wales. The paper is attached to the agenda on file.

The Meeting AGREED to support the proposal as follows:

 

a)            The Association supports any Member Council with the Policy.

b)            The Association is to invite an NHS Ministerial Department representative to a future meeting of the Association.

c)            A letter to be sent to the Welsh Assembly and Parliament.

 

1576   Prestatyn Town Council – Freedom of Information Requests

A discussion took place around members of the public ‘making a nuisance of themselves’ using the Freedom of Information Act improperly.

Some other Member Councils have had this problem and offered to aid Prestatyn with details of how they tackled the problem.

 

1577   Bangor Cycle Track and Wall Issues

Bangor City Council presented a difficult situation with regard to the construction of a large retaining wall next to a new cycle track. Such wall (part of the highway) would obscure the view to Anglesey (a tourist attraction for the Town).  Contact with the Highways Department have produced an unsatisfactory response.

The Meeting AGREED to write a letter of support to Bangor City Council and also to write to the Welsh Assembly seeking the works to stop pending further consultation.

            Executive Meeting

            Friday 21st June 2013 at 10.30am at the offices of Rhyl Town Council
