WELCOME BY THE MAYOR OF ST ASAPHS

The Mayor of St Asaph’s  welcomed the meeting to the town.

 

1335      MINUTES OF THE LAST MEETING

The minutes of the last meeting were signed by the chair as a correct record subject to the corrections regarding the attendance list.

 

1336      WELSH ASSEMBLY GOVERNMENT VIST ON THE FUTURE OF TOWN AND COMMUNITY COUNCILS

The meeting was updated on the visit to WAG to give a presentation on the ‘Future of Local Councils’.  The paper the subject of the consultation was based upon the Aberystwyth Report.

 

1337      POWYS-DYFED POLICE

The  Secretary reported that following the refusal of Police to attend at Welshpool contact was being made with the Chief Constable of Powys-Dyfed Police to seek his presence.  After a brief discussion the meeting RESOLVED that the following persons be asked to attend a future meeting of the Association:

Chief of Police of Dyfed Powys Police

Chief of Police of North Wales Police

David Hanson (Flint) Policing

 

1338      WIND FARM TRANSPORT IN MID AND NORTH WALES

A discussion took place regarding the wind farm transportation problems following the previous meetings resolution to support the call for a public inquiry into transport before any wind farm approvals are given.

The meeting RESOLVED that the following action be taken:

 

A petition seeking a public inquiry been signed by the officers on behalf of the NWALTCC

 for presentation to the Welsh Assembly Government.

A petition seeking a public inquiry been signed by the officers on behalf of the NWALTCC

 for presentation to the House of Commons Westminster.

               A letter to be sent to the Secretary of State asking  for current applications to be ‘called in’

                                             until an inquiry has been held

 

1339      NORTH – SOUTH ROAD LINK FOR WALES

The meeting was asked to seek clarification of progress with regard to a north-south Wales link.  The meeting RESOLVED to write to the Welsh Assembly asking for an update and expressing support for such a road link.

 

1340      COMMUNITY PLANNING PARTNERSHIPS

A paper had been issued with the agenda papers giving a summary and recommendation for the meeting.

A presentation was given by Steve Pomeroy.

A copy of the presentation is attached to these minutes.

A summary of the Community Planning Partnerships concept is:

 

Understand your role as a Town or Community Council

               Help formulate process and mechanics of putting together a plan

               Get representation plan and geographical area agreed

               Be prepared to compromised

               Provide evidence for your case

               Community level strategies to capture contributions

               Prepare you own community plan prior to the partnership plan

               Review the plan – maybe after each election

 

The meeting RESOLVED that the secretary communication the recommendation, highlighting the issues listed, contained in the agenda papers.

 

1341      GROUP DISCUSSIONS

The meeting dispersed into 4 groups to discuss individual Town and Community Council issues and to report back with common themes to the meeting.  The topics presented from the groups were as follows:

 

GROUP ITEM DETAIL
BLUE/ORANGE County Council Representation Problems with County Councils being officer lead with County Councillors having little influence over decisions taken.Often told and not asked on matters affecting local areas.

Often do not consult on matters affecting local areas.

There needs to be recognition of the Town and Community Councils role in representing the community.

BLUE County Council and Town Council relationships The County Councils often do not taken any real notice of Town and Community Councils.
BLUE/GREEN/RED Boundaries of wards The boundary commission and ward changes are causing concern.
BLUE/GREEN Highways/planning authority Problems with officers of County Councils not taking due not of Town and Community Councils.  Poor planning process with many delays and indecisive officers.
RED Litter – dog fouling Litter and dog fouling an issue in most areas.
BLUE Health Concern expressed over health boards financing arrangements and the management of them if taken over by County Councils.
BLUE Schools and education Concern is expressed over reduction in schools due to financial cutbacks and falling rolls.
BLUE Police The role of PCSO and neighbourhood policing was of concern.
ORANGE Grant aid Europe/WAG/County Council decides what grant aid is spent on without consultation with Town and Community Councils. (also section 106 agreements)
ORANGE County Council Reserves Public knowledge needed of County Council reserves and where they are invested.
ORANGE Service delivery by County Councils Often poor delivery of services, too much red tape and too much time taken to achieve delivery.
ORANGE Local development plans Town and Community Councils should be the leading focus in the preparation of plans.
GREEN County Council Charters County Councils often will not enter into charters or hold informal consultations on a regular basis with Town and Community Councils.
GREEN/BLUE/RED Devolution of services Problems of devolution of services to Town and Community Councils without funding – leaving uneven council tax increases.County Council funding is not provided when asking Town and Community Councils to take over services.
RED Parking (particularly disabled) Tickets for parking need to be transferable between car park areas in the same town.
RED Road quality Pot holes becoming poor on a lot of roads.  Quality of work an issue.
RED Views and needs Census should be held to seek views and needs of a local community.
RED Planning and development Housing allocation concerns, lack of village centres in expanding areas.
RED Business promotion Town and Community Councils should be supported by County Councils to promote businesses in towns.
RED Area representation There should be more of an association or forum presence for Town and Community Councils to express its views.

 

The list set out in this minute will be circulated prior to the next meeting for Councils to prioritise ideas for discussion.

 

1342      AGENDA FOR NEXT MEETINGS

The agenda for the next meeting is to include the following:

Also for future meetings the following subjects and speakers to be considered:

1343      TOWN CLERKS AND MEETINGS

The meeting was asked what others do when their Town Clerk is not able to attend the meeting.  It was suggested that adjoining Town Clerks maybe able to help out.

 

1344      COUNCIL INVESTMENT

The Association was asked by a member if Town and Community Councils can invest in Credit Unions.

This is to be clarified and a report given to the next meeting.

 

1345      DATE OF NEXT MEETING

The date of the next meeting is to be Friday 16th April 2010 at 10.30am at Flint North Wales.

The annual meeting is to be held in July at Connah’s Quay.
