WELCOME BY THE MAYOR OF LLANDUDNO TOWN COUNCIL

The Mayor of Llandudno Town Council welcomed the meeting to the town.

 

1392      THE NOTICE OF THE MEETING MINUTES OF THE LAST MEETING

The notice of the meeting was accepted.

The minutes were accepted as a correct record.

1393      ACTIONS TO BE TAKEN SINCE THE LAST MEETING

The secretary reported on the actions requested to be carried out by this meeting and confirmed that all actions had been completed.

 

1394     ONE VOICE WALES MEETING

A full debate took place on the meeting held with One Voice Wales.

The following recommendations from the working group (who met with the Chief Executive of One Voice Wales) were considered and voted upon as follows:

 

1    As a principle the Association should remain a separate body in its own right to represent the larger Town and Community Councils in Mid and

  North Wales (from Newtown/Aberystwyth to the North Coast including Anglesey)

     The meeting resolved to accept this recommendation

 

2    Discussions should continue with One Voice Wales as equal partners to form some form of link

      The meeting resolved to accept this recommendation

 

3    The working group should continue for the time being

      The meeting resolved to accept this recommendation

 

4    A remit for both organisations needs to be agreed

      The meeting resolved to accept this recommendation

 

5    If some affiliation (working relationship) is agreed the fee levels need to be addressed taking into account that the relationship is a link and not full membership.

      The meeting REJECTED this recommendation

 

6    The NWATLCC to offer to OVW to be part of any restructuring of their organisation with regard to the larger Town and Community Councils

      The meeting REJECTED this recommendation

      The meeting did however see this recommendation being absorbed into recommendation no 2 and that the subject should be left open.

 

7    The Association are AM’s and PM’s should be briefed regularly on the activities of the Association

      The meeting resolved to accept this recommendation

 

8    The NWALTCC should form an overall policy document for itself

      The meeting resolved to accept this recommendation

 

Other points made were:

Membership of One Voice Wales in place of the Association is not on the agenda.

No fees are to be involved, each party in talks should be on equal standing.

It was acknowledged that One Voice Wales is here to stay in one form or another.

 

The working group will next meet on 23rd February 2011 at 10.30am in Rhyl Council Offices.

The meeting also RESOLVED that Carl Sergeant be invited to a meeting of the Association.

 

1395      CONTACT WITH PAST MEMBERS AND OTHER LARGER COUNCILS

The secretary reported that he had prepared a booklet and had been in contact with most, if not all, of the past members and other larger Councils  in Mid and North Wales.

To date there is some interest from Holyhead Town Council.

 

1396     ALCOHOL NOTICES – STATUTORY DUTY

The meeting discussed the matter of alcohol licenses (particularly extended hours) and need for notification to be made to Town and Community Councils.

The proposition by Towyn and Kinmell Bay Town Council was that notification on such matters should be a statutory duty and not left to individual County Councils.

The meeting RESOLVED to write to the Welsh Assembly and seek that it be a statutory duty for County Councils to notify Town and Community Councils of such applications.

 

1397      WELSH LANGUAGE BILL

A discussion took place with regard the Welsh Language Bill consultation.  The discussion paper appears not to have been passed onto members and so will be put on the web site

asap for members to see.

A general discussion took place and the Association RESOLVED to respond to the consultation as follows:

 

1.    The Association encourages the use of the Welsh Language.

2.        The Association does not support any additional staffing at WAG level or

County Council level to implement such proposals.

3.        The Association is concerned that any cost incurred by Town and Community

Councils in implementing the proposals should not fall as a cost onto them.

4.        The Association is supportive of the idea that publications should be alongside

in Welsh and English is separate publications and not combined.

5.    The Association supports natural progression through school learning.

 

Any further comments members wish to make when the discussion paper has been seen should be passed to the secretary by 11th February 2011.

 

1398      GENERAL DEVELOPMENT ORDER

The meeting discussed in general the WAG consultation paper on the Permitted Development.  The discussion paper issued by the secretary appears not to have

been passed onto members in every case.  The paper is to be posted on the Associations Web Site asap for members to see.

After discussion the meeting RESOLVED that the following be the response of the Association:

 

1.    The Association does not support any further extension of permitted development rights.

In addition any other comments by members on the discussion paper should be forwarded to the secretary by the 11th February.

1399       NOMINATION OF A REPRESENTATIVE TO SERVE ON THE DENBIGHSHIRE STANDARDS BOARD

The meeting RESOLVED to nominate Cllr Brian Bertolla of Llandudno Town Council.

 

1400       EASEMENTS CONSULTATION

The Association considered the WAG consultation on the subject of easements and the rights to extinguish them or create them.

The meeting RESOLVED to support in general the proposals but expressed concern that the proposals could result in pushing through larger proposals (such as Wind Farm Development, cables etc.

The meeting felt that proper consultation at the time would be important.

 

1401        WEB SITE

The Association has its own domain name for its Web Site.

The web site address is WWW.northwalesassociation.org.uk

 

1402        PUBLICITY AND COMMUNICATIONS

The meeting agreed that should be a change in its communications policy at this time, pending the overall policy document to be prepared, and the meeting RESOLVED that the

secretary take the following actions:

 

1.    Following each meeting to issue a press release to the relevant media.

2.        To inform and keep informed our MP’s and AM’s of the Associations

activities.

 

1403        PLANNING DEPARTMENTS AND TOWN/COMMUNITY COUNCILS

A short discussion took place around how Councils felt about responses from County Councils on planning matters.

There were no matters to take forward.

It was noted that many County Councils are moving towards online information.

 

 

 

 

 

1404        NORTH WALES MAGISTRATES COURTS

The meeting RESOLVED  that the secretary write to the Chief Constable expressing concern and seeking to protect the magistrates courts in North Wales in view of impending closures.

If a reply is a received before the next meeting it is to be posted on the web site and notified to members to inform them of the response given.

 

1405        PENSIONS AND THE SHORTFALL

Following the problems encountered by several members of the Association regarding the paying for any shortfall in the Local Government Pension Scheme which can have a dramatic

effect on Town and Community Councils it was agreed to invite a suitable representative from the Local Government Pension Scheme to speak to the next meeting.

 

1406        POLICY OF THE ASSOCIATION

The meeting RESOLVED that a draft policy document be prepared.  The secretary is to circulate a questionnaire and some heading ideas seeking initial responses from the membership

if possible by 28th February 2011.

The working group is to prepare a draft policy for the next quarterly meeting to consider.

 

1407        DATE OF NEXT MEETING (AGM AND QUARTERLY MEETING)

To be held at TOWYN AND KINMELL BAY TOWN COUNCIL at 10.30am on Friday 15th April 2011

 

1408       ACTIONS TO BE TAKEN FOR NEXT MEETING

The following actions are to be taken for the next meeting:

    1.    A press release to be issued to the media.

2.        The area AM’s and PM’s to be kept fully informed of the Associations

      activities.

3.        A letter is to be sent to the Chief Constable on the Magistrates Courts

       situation in North Wales.

    4.    A letter is to be sent supporting a statutory notice on alcohol licensing.

5.        The response on the General Development Order consultation to be sent to

      the WAG.

6.        The response on the Welsh Language Bill consultation to be sent to the

       WAG.

7.        A draft policy outline and questionnaire to be sent to all members to start

      the Policy Document process.
