1463    Welcome

The Manager of Venue Cymru welcomed the meeting to the meeting.

Cllr Robbins,  Mayor of Llandudno Council, welcomed the meeting.

Cllr Robbins outlined some of the challenges facing Town and Community Councils in the coming year.

 

1464    Presentation from Adele Beaumgardt

Adele explained the work of the Public Transport Users Group which covers North and Mid Wales.

 

The main points made during the presentation included:

An outline of the make up of the group.

An outline of what the group does.

The group covers both North and Mid Wales.

An outline of the first year’s activities which included:

Gathering information and evidence from all sectors.

Identifying priorities for the coming year.

The next year will see the group concentrate on:

Integration of transport and the Wales National Transport Plan

 

The members expressed various concerns around transport including:

Cost of transport

The involvement of Taxi services in any planning

The inclusion of a Mid Wales Representative into the group

The North South rail link being slow compared to the London services.

1465    Janet Finch-Saunders AM

Although the speech was made later in the meeting it has been placed here in the minutes).

Janet congratulated the Association for its work and was fully behind the representations that it makes to the Welsh Assembly.

Janet also passed favourable comment on the presentation given by Robert Robinson at the Welsh Assembly the day before for Welshpool Town Council on Wind Farms.

Other items of note in her speech were:

A resume of her record was given to the meeting.

Town and Community Councils an essential and important part of local government.

Important to fill all places at elections in May.

Support for the Association and its work was clear.

When considering Health we should not get too attached to buildings so that better services can be delivered.

Urged use of AM’s to take cases forward.

 

The meeting expressed their thanks for Janet’s support.

 

 

1466    Apologies for absence and attendance  list

The list was circulated and recorded as above.

 

1467    Notice of the meeting and minutes of the last meeting

The notice of the meeting was accepted.

The minutes were accepted as a correct record.

1468     Report on actions taken by the Secretary since the last meeting:

The secretary reported on the actions requested to be carried out by this meeting and confirmed that all actions had been completed except the invitation to the Education Authority which were delayed until the April meeting.

 

1469      Financial Report

The Secretary issued a financial report showing a month by month analysis of the income and expenditure account.

The accounts have now been audited.

A vote of thanks was given to both Cllr T Renshaw and Cllr David Cox for their help with that Audit.

 

1470    Welsh Language Policy

The Welsh Language Policy (Blue) was approved and is now to be submitted to the Welsh Language Board.

 

 

 

 

 

1471    Welsh Language and the English Language

A discussion took place around the parity of the two languages.

There were some views expressed that it was not being evenly considered such as:

Was it environmentally friendly to have so much paper with bi lingual information.

English and Welsh should be equal in all ways.

Some employment positions maybe considered as seeking Welsh above ability where the Welsh Language was not a necessity for the work.

The request for Welsh Speaking in job adverts is seeking a skill and not discriminatary.

The discussion was to be noted in the Minutes with no action to be taken.

 

1472      Annual Conference Details

The final details of the conference were issued and bookings now taken.

 

1473       Closure of Community Hospitals

A discussion took place around community hospital closures and in particular minor injuries units closing at 8pm in the evening.

Lack of consultation and information for Town and Community Councils was a common complaint.

There were a number of members who were expressing concern from various areas.

The meeting RESOLVED to invite a Health Authority Officer to the meeting for a full discussion on the matter.

 

1474        Local Development Plans

A discussion took place around the LDP procedure which Councils have been involved with in the past few months.  Cllr J MacLennan informed the meeting of the 2,000 plus homes due for Abergele, this was not just an isolated case of larger scale development with little chance of proper infrastructure to support it.

It was clear that different County Councils are dealing with the LDP process differently with different ways of assessing housing need.

The meeting RESOLVED that the Secretary should write as follows:

To the WAG seeking a TAN (Guidance Note) to seek that a proper programme for the implementation of infrastructure should be in place to take place at the same time or before major housing developments are completed.

 

1475       Waste Treatment Plant – North Wales

A discussion took place around the new incineration plant proposal for North Wales which is causing some concern to local Councils.

The discussion included various views from opposition to incineration to wishing to consider the matter more deeply before making any proposal.

The meeting RESOLVED to seek a guest speaker on the subject from North Wales Residual Waste.

 

1476        Web Site update

The Secretary updated the meeting on the Web Site progress.

1478     ASSOCIATION LOGO

There were 12 logo designs prepared by schools in Llandudno and Welshpool.

The membership considered the designs and no 11 was chosen as per attached copy which was a design from John Bright School Llandudno.

 

1479        Boundary Commission and Parliamentary Boundaries

The subject of the parliamentary boundaries was raised, this is to be a headline topic at the conference in Holywell on 10th March 2012.

 

1480      Bylaws and the WAG invitation to give evidence

The Secretary has received an invitation from the WAG to attend to give evidence on 9th February 2012 at 9.30am on the subject of the new Bylaws Bill.

A short discussion took place with the Secretary seeking views from the members.

The meeting RESOLVED to appoint Robert Robinson and Alan Guinn to attend.

A paper will be sent to the Committee on Monday 30th January 2012 in line with the timetable.

 

1481       Advice on investment of Council cash

A letter was considered from an investment company with regard to giving advice on cash investments.  The meeting AGREED not to take up the offer of a presentation to the next meeting.

 

1482     DATE OF NEXT MEETING  (QUARTERLY MEETING)

To be held at Flint Town Hall Flint at 10.30am on Friday 20th April 2012

1483       ACTIONS TO BE TAKEN FOR NEXT MEETING

The following actions are to be taken for the next meeting:

    1.    A press release to be issued to the media.

2.    The area AM’s and PM’s to be kept fully informed of the Associations activities.

3.    Welsh Language Policy to be passed to the Welsh Language Board

4.     Letters to be sent to:

Health Authorities with regard to the closure of Community Hospitals.

WAG seeking guidance notes to County Councils with regard to infrastructure and timing with developments in LDP’s.

5.      Invitation to speakers for the next meeting from:

Representative from local Health Authority
