1625 Welcome by the Mayor of Llandudno Town Council
The Mayor welcomed the meeting to the Town Llandudno.
1626 Notice of the meeting
The notice of the meeting was accepted.
1627 Minutes of the last meeting
The minutes of the last meeting were accepted as a correct record.
1628 Local Council Forums
The Meeting received a presentation by K Finch Democracy Regulations Conwy County Borough Council. The presentation was on Community Council Forums and a short introduction to the ‘Williams Report’.
1629 Community Polls
The Meeting considered the paper on Community Polls
The AGREED paper to be presented to the Welsh Government is attached to these minutes including the alterations put forward by the Meeting.
1630 Local Democracy and Boundary Commission
The Meeting received a short report on a meeting held in Welshpool with the Local Democracy and Boundary Commission.
The Meeting AGREED to support Welshpool Town Council to seek an immediate review in Powys under the new rules. (only just been done under the old rules with the next review due in 10 years)
1631 Actions taken since the last meeting
The secretary reported on actions taken since the last meeting as set out in the agenda papers kept on file.
a) Post information on the web site
The minutes were posted on the web site.
b) Letter to Leslie Law on ambulance times
The letter to Leslie Law is to be included on this agenda.
c) Add VAT on empty property to the next agenda
A paper on VAT with regard to property is on this agenda.
d) Programmes for the AGM to be presented to the next meeting
Options for a programme for the AGM are on this agenda.
e) Letters to AM’s and first minister regarding One Voice Wales sent
Letters were sent to the AM’s and there is a response from the Minister
included in the papers for this meeting.
f) Letter on consultation regarding the Workforce
The consultation was sent to the Welsh Government.
g) Consultation to be submitted on a framework for integrated care
The consultation was sent to the Welsh Government.
h) Letter on regeneration funding to be sent seeking guidelines.
The letter was sent as requested by the last meeting.
i) Letter to be sent objecting to the closure of Crown Post Offices
A letter of support was sent as requested by the last meeting.
1632 Financial Report
The meeting received the financial report from the Secretary. A copy of the financial statement was issued to each member.
The accounts are in a good state of health.
1633 Welsh Translation
The Secretary informed the meeting of the cost of translation of agenda and minutes for a single council. The Policy needs to be revisited.
The Meeting AGREED that the subject should be added to the next agenda.
1634 Executive Meeting
The Meeting received the minutes of the Executive Meeting held on
13th December 2013.
1635 Health Debate
The Meeting considered the letter from Leslie Law Head of Planned Care in Wales.
After extensive debate and hearing from any members who had direct work experience with both the NHS and the Ambulance Service the following was AGREED as a way forward:
Visit to the Minister at Cardiff
A deputation is to travel to Cardiff to meet the Minister and put forward their ideas.
Review of services and way forward
A review is to be conducted by the Association, the format of the review to be agreed and the secretary is to prepare a format for consideration.
Programme
The next meeting is to discuss details of the above.
The point was made well that many organisations including the Community Health Councils have tried to gain changes without complete success. However, the Meeting still felt it wished to proceed with the above.
1636 Consultation – Together for Health Neurological Conditions Delivery Plan
(introduced by Tina Earley Assistant Secretary)
The Meeting AGREED the recommendation in the agenda and a letter is to be sent in support of the proposals including provision for an MS Nurse for Mid Wales.
1637 Consultation – Together for Health A Respiratory Delivery Plan
(introduced by Ian Jones Assistant Secretary)
The Meeting AGREED the recommendation in the agenda and the Report is to be sent to the Welsh Government.
1638 Consultation – Planning Bill
Due to time constraints this subject is to added to a special meeting as noted in ‘dates for next meetings’.
1639 Specialist Paper – VAT on empty property
The Meeting received the paper on VAT and empty property.
1640 Rail matters
Due to time constraints this subject is to added to a special meeting as noted in ‘dates for next meetings’.
16 41 Alternative programmes for the Conference and AGM July 2014
The Meeting considered the alternatives for the AGM and Conference programme for July 2014. The Meeting AGREED that option one should be adopted.
1642 Web Site
The Meeting was given a very brief introduction to the new Web Site.

1643 Power of Wellbeing and Section 137
The Meeting considered the SLCC consultation on Section 137 and its replacement being the Power of Wellbeing. The Meeting AGREED that there should not be a limit and that the best placed people to determine levels is the Town or Community Council itself. A letter of support is to be sent to the SLCC.
1644 Administration
The Meeting approved the following payment for administrative costs to Welshpool Town Council who provide the secretariat to the Association:
Postage 121 various £72.60
Postage 136 @ 85p £115.60
Copying 5,250 black and white copies @ £0.02p £105.00
Copying 724 colour copies @ £0.20p £144.80
Paper for copies 12 reams at £2.99 £35.88
Folders and binders for presentations £12.50
Total expenses £486.38
1645 Breast Screening for Women
The Meeting considered a request by Holywell Town Council for a letter of support for the following:
‘Seeking a reduction from 50 years of age to 40 years of age being the benchmark for free breast screening for women.
The meeting AGREED to send a letter of support to Holywell Town Council to aid their case being taken forward.
1646 Special Meeting
The Meeting AGREED that due to time and the importance of the items on the Agenda not completed that a special meeting should be called for Friday 21st February 2014. The preferred location is Connah’s Quay.
