WELCOME BY THE MAYOR OF CONNAGH’S QUAY

The Mayor of Connagh’s Quay Town Council welcomed the meeting to the town.

 

1359      THE NOTICE OF THE MEETING MINUTES OF THE LAST MEETING

The notice of the meeting was accepted.

The minutes of the last meeting were signed by the chair as a correct record subject to the corrections regarding the attendance list.

1360      BOUNDARIES COMMISSION

Mr Edward Lewis addressed the meeting on the subject of the Boundary Commission and the changes proposed to County Council boundaries.  A booklet was issued to each delgate outlining the way the proposals were put together.  The main aim appeared to be to achieve electoral divisions of 1750 electors irrespective of local differences, cultures or needs.  The responses to the initial proposals was poor and it was hoped that the proposals now put forward will envoke discussion and more responses.

Mr Edward Lewis confirmed that the proposals issued were not set in stone and reasoned arguments for something different will be listened to.  The purpose of the proposals now put forward was to bring forward debate, it appears to have done this.

There was much concern among the membership which was expressed.

The main concerns expressed included:

 

                            The use of multiple councillor divisions.

                            The lack of consideration for differing communities which have been put together.

                            The lack of local knowledge with geographical differences not being recognised.

                            The rule being broken that Community Council Boundaries can not be changed, where there are cases that this has clearly  happened.

                           

The meeting AGREED that it was now better informed following the presentation.

 

1361     DYFED POWYS POLICE

A presentation was given by Chief Inspector Tavener.  The presentation showed that this police force was behind others such as North Wales.  However, things are planned to improved with more powers to be given to PCSO’s.

A pilot scheme for managing Neighbourhood Policing is to be run in Welshpool and it is hoped this will improve the situation.

Due to time, questions were limited and any Mid Wales Councils should contact him direct on any specific issues.

 

1362      MATTERS ARISING FROM THE MINUTES

The meeting was updated on the following:

Charity Shops – The Secretary gave a short update on this subject.  The WAG accepts that there is an issue here and a full paper is being prepared by the Secretary for submission.

              Wind Farms – At the request of the president this will be a main agenda item at the next meeting.  The Secretary confirmed that Cheryl Gillan MP (Secretary for Wales) stated at a meeting in Powys with the Community Councils that the IPC would be abolished

             under a Conservative Government (this is happening) and also that  review of the number of wind farm turbines would be undertaken (it appears this is the case).

              North South Link Road for Wales

The secretary had written to the WAG on this issue and a reply received.  However, the reply did not give much hope of any early movement.  The appropriate representative from the WAG is to be asked to attend the January 2011

meeting of the association.

 

1363     COMMUNITY TOILET SCHEME

An outline of the Community Toilet Scheme was given by Cllr B Bertolla.  This is a scheme where the County Councils offer a sum of money (Between £600 and £800pa) to business premises where they are prepared to allow their toilets to be used by the public without them needing to use she services of that business.  It was understood that Llandudno had found this successful, Powys offers a similar scheme but the take up was not so good.

All agreed that the scheme was worthwhile and should be pursued wherever possible.

 

1364      COMMUNITY STRATEGY PARTNERSHIP

The Secretary confirmed that Cllr M Roberts of Towyn and Kinmel Town Council was elected to serve the Association on the Conwy Community Strategy Partnership.

 

1365      DOG FOULING AND LITTER

The subject of consultation between County Councils and Town/Community Councils on Dog Fouling/Littering  is be the subject of a full debate at the October Quarterly meeting of the Association.

1366       CONSULTATION WITH COUNTY COUNCILS

The subject of consultation between County Councils and Town/Community Councils on Forums and Consultations is be the subject of a full debate at the October Quarterly meeting of the Association.

Generally it appeared (apart from Powys County Council) that the information given by each County Council was broadly correct.

1369        GUESTS FOR NEXT MEETING

There are to be no guest speakers at the next meeting to allow for a full debate on the main issues to be put on the agenda.

 

1370       Flint Magistrates Courts – Closure proposals

                 The meeting discussed the possible closure of Flint Magistrates Court.  After discussion it was AGREED that the association would object to such a proposal and that the secretary should write accordingly to the authorities.

 

1371        ACTIONS TO BE TAKEN FORWARD FROM THE MEETING

Letters to be sent to the County Councils on Dog Fouling programmes who did not reply first time around.

               Letters to be send to the County Councils on Dog Fouling to ask how we can help.

Letters to be sent to County Councillors on Council Forums and Consultation who did not reply first time around.

               Letters to be send to the County Councils on Council Forums and Consultation  to ask how we can help.

The next agenda to not have any speakers but the main topics of Wind Farms, Dog fouling/Litter and County Council Forums/communications.

                The  WAG to be invited to attend the January meeting to speak on the North South Link Road.

                Letter to be sent to John Roberts thanking for his work in Local Government.

                Letter to be sent objecting to the Court Closures with regard to Flint Magistrates Court.
