1501    Notice of the Meeting

Resolved that the Notice of Meeting be received.

 

1502    Apologies for absence and attendance list

The list was circulated and recorded as above.

 

1503    Minutes of the last meeting

The minutes were accepted as a correct record with initialled attendance alterations.

1504     Report on actions taken by the Secretary since the last meeting:

The secretary reported on the actions requested to be carried out by this meeting and confirmed that all actions had been completed.

 

1505     Health and Hospital Matters (from last meeting)

A letter is to be sent to the Betsi Cadwaladr  Trust and to the Community Health Council regarding the hospital changes along the

North Coast and in particular Flint.  The concern surrounds the promise at the last meeting by a representative from the Trust that

the number of beds in new facilities was in addition to the existing beds, this now appears to have been misleading as they are not extra.

The letter is to be posted on the web site for comments (under documents) by members by 4th August.

 

1506         TAN 8 wind farms, pylons, hub and transport

Following the Annual Conference held in Holywell in March and the previous resolution objecting to TAN8 the meeting a further presentation has been made to the Houses of Parliament to a select committee.  The main item of note was that Tim Yeo (MP and Chair) asked ‘if the proposals for Mid Wales were substantially reduced would the communities find this acceptable’.  The answer given by the secretary was that ‘there was a chance if the substantial reduction meant that the pylon line was reduced in size and the hub was removed’.  This part of the responses at the meeting is being followed up by an approach to the local MP and AM.  The meeting confirmed that the responses given by the secretary were in line with Association Policy.

 

1507     Executive Report

The meeting accepted the Executive Meeting minutes held in June 2012.

 

1508     Remuneration panel for Wales

Following the cancellation of the review panel meeting in Llandrindod Wells the Association is unhappy that they have not been heard.

The meeting AGREED that nominated members travel to Cardiff to meet with the Remuneration Panel as soon as possible.

The members to attend such meeting are to be Cllr B Bertola, Cllr K Astley, Cllr J Maclennan, Cllr T Renshaw and Robert Robinson Secretary.

 

1509    Town Centre Regeneration (sharing ideas)

The Portas Report had been circulated and the following actions were used as examples of what is happening in towns throughout the Associations area:

 

Rhyl

Town Centre Forum.

Meetings include regeneration team.

Markets have been revived and funds from it used to improve appearance.

Money from banks match funded to aid some schemes (early stages)

 

Welshpool

Town Plan in place and now up for review.

Generally doing slightly better than other towns of similar size.

Bunting and hanging baskets around town.

Events encouraged in Town Centre.

Street market returned.

Business forum meets monthly.

Welshpool cont….

Tourist Information taken over to keep it open.
Public toilets being taken over to keep them open.

Shop leaflets and tourist leaflets printed and distributed all over Mid Wales.

 

Buckley

Has a Town Centre Partnership with interested parties involved.

Meets quarterly.

Looking at problems and practical solutions.

Working with landlords.

Town Centre Master Plan.

 

Ruthin

Welcome to new shops by the Mayor.

Make town look good.

Limited shops empty.

Town needs a plan to work to.

 

Abergele

Out of Town Shopping a real issue.

Free car parking an issue.

 

1510    Consultation on Promoting Local Democracy

The document was considered and a copy of the final response to the WAG is to be posted on the web site under documents.

 

1511    Consultation on Sustainability Bill

The document was considered and a copy of the final response to the WAG is to be posted on the web site under documents.

 

1512    Consultation on Active Travel (Wales) Bill

The meeting agreed that the Association should respond to the consultation on this subject.

Ian Jones (Connah’s Quay) is to prepare a paper and response to be placed on the web site for consultation (members to comment by 4th August)

 

1513    Boundary Reports on local areas in Mid and North Wales

A letter is to be prepared with the Associations views and is to be posted on the web site until 4th August for comments to be sent by email to wtcouncil@btinternet.com

A copy of the letter when sent is to be copied to local AM and MP’s.

 

1514     Visitors for future meetings

The meeting agreed that a representative from the Benefits system should be invited to explain current changes to members.

More information is to be gained and published about the pharmacy services today.

 

1515     Dates of future meetings

It was AGREED that the Future Meetings schedule for 2012/13 be as follows:

               19 October 2012         Ruddlan

               25 January 2013        Towyn and Kinmell Bay

               19 April 2013              Connah’s Quay

               19  July 2013              Holywell (Springfield Hotel)

 

The executive meetings are to be held at Rhyl Town Council Offices on:

                Friday 21st September

                Friday 14th December

                Friday 15th March

                Friday 21st June

                All meetings start at 10.30am

 

1516        Web Site

Members are asked to access the web site via welshpooltowncouncil.com then to enter the site and the link to the Association site.

 

1517          Actions to be taken forward

The following actions are to be taken forward:

a) consultations to be passed to WAG (in some cases after consultation on web site)

b) AM and MP’s to be issued with details of the Association’s actions

c) Accounts to be passed to auditors

d) Visitors for future meetings to be arranged

e) Annual Conference to be booked and taken forward

f) Letters to be published on web site for consultation with regard to the Boundary Commission and the Health/Hospital issues

g) Meeting with remuneration panel to be arranged asap
