WELCOME BY THE MAYOR OF RHUDDLAN TOWN COUNCIL
The Mayor of Rhuddlan Town Council welcomed the meeting to the town.
1378 THE NOTICE OF THE MEETING MINUTES OF THE LAST MEETING
The notice of the meeting was accepted.
The minutes of the last meeting were signed by the chair as a correct record subject to the corrections regarding the addition of
Denbigh Courts being closed as well as Flint Courts.
1379 LOCAL GOVERNMENT (WALES) MEASURE
A report was given by the Chair on the meeting with the WAG Committee on this Measure. The presentation went very well with both the Chair and Secretary involved.
The meeting was held for 90 minutes with three organisations side by side answering questions from the WAG panel. They were the Association alongside One Voice Wales and the Society of Local Council Clerks. A copy of the presentation is on the web site under ‘documents’.
1380 WIND FARM CONSULTATION (TAN 8)
The meeting received a presentation by the secretary on this subject. The meeting considered the consultation questions and the
Presentation attached to the minutes has been prepared. The presentation is to be published on the web site by Sunday evening
to give members a chance to comment during Monday.
1381 LITTER AND DOG FOULING ISSUES
The paper issued by the secretary was accepted. The meeting, after a discussion RESOLVED to take the following actions:
To seek a national initiative by the WAG with Town and Community Council including dog wardens, littering, dog fouling, provision of dog bins, antisocial behaviour and other related matters.
1382 RELATIONSHIPS BETWEEN COMMUNITY AND TOWN COUNCILS WITH COUNTY COUNCILS
Following the letters from the County Councils and the current progress being made with regard to charters (under the Local Government (Wales) Measure) it was agreed to monitor the situation every 6 months with regard to this subject.
1383 ONE VOICE WALES AND THE N.W.A.T.L.C.C.
A discussion took place with regard to an offer made by One Voice Wales to meet with the Association. There were a number of views but it was agreed that an exploratory meeting should held with no decisions taken or subjects agreed but also with no preconceived ideas.
The Secretary was instructed to carry out the following actions:
a) To arrange a date for a meeting between the NWATLCC and One
Voice Wales.
b) To seek nominations for up to 7 spaces at the meeting.
c) If more than 7 names are put forward to conduct a ‘postal’
election.
d) To confirm the meeting date with the Chair, President and
Secretary.
The Chair, President and Secretary shall attend the meeting in addition to the 7 elected members.
The Secretary to prepare an agenda in consultation with the Chair.
The membership present were asked to let the Secretary know of any subject they wished to be tabled at the meeting.
1384 UPDATE ON ACTIONS TO BE TAKEN FROM THE LAST MEETING
The list of actions to be taken from the last meeting noted in the agenda and under ‘actions to be taken’ in the last quarterly meeting minutes
have all been completed.
1385 MIRCOPHONE AND SOUND SYSTEM
The meeting RESOLVED to authorise the secretary to purchase a sound system with mobile microphones – estimated figure £200.
1386 WEB SITE
The Association is to purchase its own domain name for its Web Site. The meeting RESOLVED that secretary is to arrange for NORTHWALESASSOCIATON.ORG.UK or NORTHWALESCOUNCILS.ORG.UK
1387 STANDING ORDERS
The meeting agreed that until the AGM a new standing order is to be invoked. That is that when a member is speaking that they stand up give their name and Council before speaking.
1388 DATE OF NEXT MEETING (AGM AND QUARTERLY MEETING)
To be held at LLANDUDNO TOWN COUNCIL at 10.30am on Friday 28th January 2011
1389 NEW MEMBERS
The secretary is to approach previous members to see if the would like to return to the association.
It was noted that many South Wales larger councils and most of the North Wales larger councils do not appear to be members of One Voice Wales.
1390 GUESTS FOR NEXT MEETING
There is to be a guest speaker from the WAG on the subject of the North-South Road proposals and other road proposals for North or Mid Wales.
1391 Actions to be taken by the next meeting
The following actions are to be taken before the next meeting:
A letter to the WAG on Litter and Dog Fouling suggestions for a national initiative.
Arrangements for the election of members to attend and to arrange the meeting between NWATLCC and One Voice Wales.
The wind farm response to the consultation to be prepared, put on the web site and then presented to the WAG
The purchase of a microphone and sound system.
To purchase a domain name for the web site
