1648 Welcome by the Chair of Connah’s Quay Town Council
The Chair welcomed the meeting to the Town of Connah’s Quay.
1649 Notice of the meeting
The notice of the meeting was accepted.
1650 Local Democracy and Boundary Commission
The meeting considered an update on the Williams Report and an extensive discussion took place following that.
It was AGREED that a letter is sent to Leslie Griffiths Minster and Mark Williams as follows:
a) The Association is generally supportive of the proposals.
b) The Association feels there is a need for change.
c) The report should be taken as a firm basis for further discussion.
d) A staffing commission will be needed as matters progress.
e) Representation needs to be considered with regard to the size of any new local councils.
f) The method of combining councils requires further discussion.
g) Perception by the public is important – there needs to be clarified as to which level of government is responsible for what services.
h) The funding basis for services needs to be an important consideration.
i) The cost of implementation of the local councils must be economic.
k) Local Councils should receive part of the business rates to support services.
Finally it as AGREED that a working group would be essential comprising One Voice Wales, the Association, Welsh Local Government Association and other interested and representative groups.
1651 Health Debate
The meeting considered the way forward with regard to the members concerns on this subject.
It was pointed out that McMillan Nurses are carrying out a cancer survey and that there are other North Wales surveys being done by the Hospital Trusts.
The Secretary updated the meeting on the Mid Wales Study being undertaken.
After discussion the following was AGREED:

Remit To consider a way forward taking into account the subjects listed below including a programme, budget requirement and mythology.
Report back The initial remit is to be the subject of a report to the April 2014 meeting of the Association.
The remit should allow for:
A and E Services
MS and Parkinson’s Nurse Provision
English v Welsh issues
Cross Border issues
Mental and dementure issues
Utilisation of services
Following the April meeting of the Association a meeting with the Ministers Office is to be arranged to advise them of the above.
1652 Planning Bill for Wales
The planning Bill for Wales was considered and alterations agreed. The final copy is to attached to these minutes.
1653 Rail Matters – North Wales
The secretary confirmed that he had a meeting with the Minister on 12th March and will raise the issue with Dave Thomas (Transport Development Officer) and report back.
1654 Rail Matters – Cambrian Line
The secretary confirmed that he had a meeting with the Minister on 12th March after which a positive result is expected by way of statement by the Minister.
1655 Web Site
The new web site was presented. The meeting was generally happy with the site subject to the following alterations:
a) The headings being in both Welsh and English
b) The offer of Welsh Translation to appear at the top
1656 Welsh Translation
The meeting considered the cost of translation for members.
The meeting AGREED the following:
a) The policy to be reviewed at the next meeting.
b) Ruthin Council will translate the agenda and minutes for the
April 2014 meeting and report back to the Association on time
1657 Flooding Issues
The subject of property insurance where flooding is an issue was discussed.
It was AGREED that this item should be placed on the next meetings agenda.
(Part 4: Flood insurance Clause 27 ) – Property insurance
This part provides for a placeholder clause to address the availability and affordability of insurance for UK households at high risk of flooding. This clause will be revisited during the passage of the Bill with the intention of enabling the Government to meet its commitment to secure new arrangements following the expiry of the current voluntary agreement (the Statement of Principles) between the Government and the insurance industry.
If the agreement is put in place as presently written small business would be excluded from the scheme.
The meeting AGREED to send a letter to Parliament urging business’s to be included in any scheme.
