ALLOTMENT PROVISION

CONSULTATION BY WELSH GOVERNMENT

INTRODUCTION

The purpose of the Welsh Government proposals is to try and secure more allotment land by removing the planning barriers which currently exist.  Also to try and raise the standard of allotments and community gardens.

MAIN POINTS

The main points which may affect Town and Community Councils are:

i)             The definition of Allotment is to be extended to include Community Gardens.

ii)            To allow Local Authorities to delegate their Allotment responsibilities to the 3rd sector.

iii)           To make it easier for Farmers to allocate land for Allotment use or Community Gardens.

iv)           A right for Town and Community Councils along with properly constituted Community  Groups to use temporarily underused or disused Publicly Owned property for Allotment or Community Garden use.

v)            A plan to raise the standards required by Allotment Holders and Allotment Providers alike.

vi)           Where a need is demonstrated (ie 1809 Allotment Act – 6 signatures) the Local Authority should provide a Plan showing how the need will be met.
