Welcome by the Mayor of Buckley
The meeting received a welcome by the Mayor of Buckley Town Council
1. A presentation on Fair Trade and Town & Community Councils
The meeting received a presentation on Fair Trade Towns and Communities by Liz Perkins and Ann Jane Evans.
Each Council is urged to consider being a ‘fair trade’ town or community.

The meeting received the notice of the meeting.
4. Minutes of the last meeting
The meeting approved the minutes of the last meeting.
5. Actions taken since the last meeting
The meeting received a report on actions taken since the last meeting:
Police items – A letter has been sent to Police and Crime Commissioner with only a standard reply received to date.
The meeting recorded its concern at the lack of a response. The Secretary will continue to chase for a response.
Future of Service delivery items
A letter has been sent to each County Council seeking clarity on their
approach to the delivery of services in the future.
(The Welshpool approach was of interest to those present and a
presentation is to be given at the next meeting on how services
are being delivered in this town)
Living Wage items
A letter has been sent to all County Councils seeking them to adopt a ‘living wage’ policy. Several replies have been received.
A letter was sent to Parliament seeking that the ‘minimum wage’ is replaced with the ‘living wage’. No response to date.
All member Councils have note the suggested policy.
A letter was sent to all Local Authority Unions seeking them to take up the Policy. No replay to date.
A letter was sent to the Local Authority Unions supporting the idea of
standard wage increases and not overall percentages. No reply to date.
‘0’ Hours Contracts items
A letter was sent to both Parliament and the Welsh Government seeking for them to make illegal ‘0’ hours contracts but to support flexibility with a retainer for those on such contracts. Several replies have been received.
A letter to both Parliament and Welsh Assembly seeking:
(i) To make blacklisting of employee illegal.
(ii) To have a register of those on such lists so that they
can be checked and challenged.
(iii) To remove names from such lists from the past.
Some replies have been received. A paper was issued by Cllr T Renshaw. Although one member urged caution on accepting the document the meeting RESOLVED to send a copy of the paper to each County Council and the Welsh Government seeking a response on their position.
The secretary has sent in the paper on Planning Consultations.
The secretary has Implement the fees for 2014 to 2015.
In due course the CCIA investment adviser will be invited to be a guest speaker.
6. Financial Report
The meeting received the financial report as per attached at appendix B to the agenda.
7. Executive Meeting
The meeting received the minutes of the Executive Meeting held on
12th December 2014.
8. Future of delivery of services – the Welshpool Model
The meeting received a presentation on the workings of Welshpool Town Council and service delivery now and into the future.
A copy of the presentation slides are to be posted on the web site and emailed out to all Councils.
9. Update on White Paper on Town and Community Councils
The meeting considered an update on the Welsh Government proposals for Town and Community Councils. To date there is no revised paper issued by the Welsh Government on County Councils and the Town and Community Councils paper is due in February 2015.
10. Health Studies update
The meeting considered an update on the following:
Mid Wales Health Study (see copy on web site at www.midwaleshealthstudy.org.uk)
The study has been presented to the Health Boards and politicians. The study is being used as a basis for a way forward for the Shrewsbury Telford Hospital Trust with regard to Mid Wales.
North Wales Health Study

The meeting received an update on the report. A copy of the report has been issued to the Health Authority and to the Welsh Government.
11. Rail Services – Franchise 2018
The meeting considered a paper for submission to the Minister and the appropriate Rail Liaison Groups regarding the Cambrian Lines and North Coast Lines and the 2018 Franchise.
The agreed list of items to be included in a presentation to the Minister is to be:
a) Support for a full hourly train service on the main line.
b) Support for a full two hourly train service on the coast line.
c) Support for the introduction of standard ticketing.
d) Support for a mobile ETRMS system.
a) Support for early electrification of the north coast line from Crewe to Holyhead.
b) Support for an increase in carriages particularly during peak periods.
c) Support for the introduction of a standard ticketing system.
d) More direct train services to Cardiff from Holyhead.
12. Welsh Language Policy
The meeting considered an update on progress. It was agreed that the agenda would be produced in Welsh and sent out by email as soon as possible following issue of the agenda in the current way.
13. Transatlantic Trade and Investment Partnership
The meeting considered this item and whether there is any action the Association should take. (see appendix E of the agenda)
The meeting accepted the recommendation as set below:
The members of the Association call upon the UK Government to make full disclosures of the ongoing TTIP intentions. Also to allow a full parliamentary debate of them and to guaranteed maintenance of the present EU food regulatory standards and reject the ISDS procedures contained in the TTIP.
14. Planning Bill Consultation
A letter was received from Holywell Town Council seeking support for a right of ‘appeal’ against both refusals and approvals of planning consents. This is to support the Associations policy of seeking observations by Town and Community Councils being a material consideration. Also in addition to the Planning Act 90 day challenge against procedure.
The meeting RESOVLED to send a letter supporting the approach of an appeal to the Welsh Government.
15. Date of next meeting
To meeting was asked to note the date of the next Quarterly Meeting to be held in Rhyl on Friday 24th April 2015 at 10.30am
16. Actions to be taken forward:
The following actions are to be taken forward:
a) The Police and Crime Commissioner for North Wales is to visit the Association at a future meeting.
b) The recommendation on Black Listing is to be implemented.
c) The recommendation on TTIP to be taken forward.
d) The Rail Franchise document is to be sent to the Minister.
e) Planning Bill email to be sent asap.
f) TTIP letter to be sent as per recommendation.
g) Posting of presentation Welshpool Town Council to be put on web site and emailed out to the Councils.
h) Marketing leaflets to be completed and sent out to all Mid and North Wales Councils.
