1717. Welcome by the Chair of Connah’s Quay
Cllr welcomed the delegates to the meeting at the Civic Halls Connah’s Quay.

The notice of the meeting was received.

The meeting completed the attendance and apologies list as above.

1720. Report on Actions taken since the last meeting
A report was given by the Secretary on actions taken since the last meeting as follows:

Consultation on White Paper sent to Welsh Government
Consultation on Web Sites sent to Welsh Government
Welsh Language Policy – later on agenda
Press releases to MP’s, AM’s and press
Letter to Police and Crime Commissioner

1721. Financial Report
The financial report was given as follows:

1721.1 Accounts audit
The Secretary confirmed that the audit for the year to 21.3.2014 has been completed.

The Secretary also presented the accounts as they were at the date of 31.7.2014.

1722. Future of Town and Community Councils

172.1 Debate details
A full discussion took place around this subject – there are different approaches being made by each County Council. The common themes was a need for clarity regarding services from each County Council
More information will become apparent when the White Paper on Town and Community Councils is published by the Welsh Government.

1722.2 Actions to be taken forward
The meeting AGREED to take forward the following actions:
(i) A letter to be sent to each County Council seeking clarity on their
approach to the delivery of services in the future.
(ii) The Welshpool approach was of interest to those present and a
presentation is to be given at the next meeting on how services
are being delivered in this town.

1723. Employment Issues
The meeting considered two aspects of employment as follows:

1723.1 Living Wage
The meeting considered the various aspects of this subject and the following actions are to be taken forward as set out under minutes 1724.3.

1724.3 Actions to be taken forward
The meeting AGREED to take the following actions:
Living Wage items
Send a letter to all County Councils seeking them to adopt a ‘living wage’ policy.
Send a letter to Parliament seeking that the ‘minimum wage’ is replaced with the ‘living wage’.
For all member Councils to note the suggested policy.
Send a letter to the Local Authority Unions seeking them to take up the
Policy.
Send a letter to the Local Authority Unions supporting the idea of
standard wage increases and not overall percentages.
‘0’ Hours Contracts items
To send a letter to both Parliament and the Welsh Government seeking for them to make illegal ‘0’ hours contracts but to support flexibility with a retainer for those on such contracts.

1724. Transatlantic Trade and Investment Partnership
The meeting was given an outline of the above. The meeting is to consider a paper on the subject at the next meeting.

1725. Blacklisting
The subject of black listing of employees was discussed and the following actions are to be taken forward:
The meeting AGREED to take forward the following actions:
Send a letter to both Parliament and Welsh Assembly seeking:
(i) To make blacklisting of employee illegal.
(ii) To have a register of those on such lists so that they
can be checked and challenged.
(iii) To remove names from such lists from the past.

1726. Allotment Consultation
The meeting noted the consultation.

1727. Mid Wales Health Study
The meeting was issued with a copy of the completed survey, a full copy is also on the web site at www.midwaleshealthstudy.orguk The Welsh Institute for Health and Social Studies has now submitted its report to the Minister with the Mid Wales Report by Welshpool Town Council for their area included in full. A meeting with the heads of the various hospital boards, the County Council and the Community Health Council has been arranged for 2nd December 2014.

1728. North Wales Health Study
Ian Jones gave an update on the North Wales Health Study which can be accessed via the Association Web Site at www.northwalesassociation.or.uk
Responses are coming in with approx 50 so far, it is hoped that by the closing date there will be between 250 and 300 responses. A report will follow.

1729. Rail Services – Franchise 2018
The meeting is to discuss this item in full at the next meeting to be held in January 2015.

1730. Web Site Consultation
The meeting accepted the proposed response to the Welsh Government Consultation on web sites.
1731. Fees for 2014-2015
The following fees were approved for the 2014-2015 year:

Towns over 10,000 population £75
Towns over 5,000 population £50
Towns under 5,000 population £35

1732. Planning and development matters
The following consultations were considered:

1733.1 Consultation on planning fees
The meeting confirmed that the Association supports the answers suggested for a response to the consultation.

1733.2 Local Development Plans
The meeting confirmed that the Association supports the answers suggested for a response to the consultation.

1733.3 Planning Committees and Delegated Powers
The meeting received a full report from Cllr E Butler. The meeting agreed parameters as outlined in the report. The main concern related to the power of the Welsh Government to make decisions on larger projects (such as Wind Farms) in place of the Local Authority.
Cllr E Butler is to prepare answers to the questions for checking by the Secretary.

1734. Welsh Language Policy
The meeting confirmed the following policy progression:

a) Papers will be produced in English and Welsh (using the Welsh Assembly translation package).

b) The translations will only apply to new papers.

c) The programme for completion of this work will be March 2015.

d) The agenda will be posted with papers on the Web Site. Clerks will be required to copy off what is needed for their members.

e) The web site in due course will proceed to being bi-lingual

f) A letter of invite to the meeting will be sent to each Council to remind them of the meeting.

1735. Actions being taken forward
The following actions are to be taken forward:

Police items
Send further letter to Police and Crime Commissioner on crime statistics.
Future of Service delivery items
A letter to be sent to each County Council seeking clarity on their
approach to the delivery of services in the future.

The meeting AGREED to invite an investment adviser to a future meeting of the Association.
