NORTH AND MID WALES ASSOCIATION OF LOCAL COUNCILS
MINUTES
OF THE EXECUTIVE HELD
AT RHYL TOWN COUNCIL OFFICES ON
Friday 12th September 2014 AT 10.30am

Present were:
Cllr D Hainge (Chair), Cllr E Butler, Cllr B Bertola, Cllr J Butterfield , Cllr M Roberts,
Cllr H Meredith (Part), Cllr T Renshaw and Robert Robinson (Secretary).

1. Apologies for absence.
The meeting received apologies for absence from Cllr A Holloway.

2. Minutes of the last meeting
The meeting approved the minutes of the last meeting.

3. Agenda for the Special Meeting (26th September 2014)
The meeting considered the Agenda and asked the Secretary to include in his presentation on the Future of Councils the following:

a) A map of the proposed new County Council areas.
b) Details of the costs of the amalgamation.
c) The effect on Services being delivered by Local Councils.
d) The effect of the precept when delivering services jointly.

4. Agenda for the Quarterly Meeting (24th October 2014)
The Agenda was approved with the additional items to be added under ‘Employment’ as follows:

a) Living Wage
b) 0 Hours contracts
c) Blacklisting

5. Welsh Language Plan
The following plan for taking forward the decision taken at the July meeting is to be
recommended as follows:

a) Paper will be produced in English and Welsh (using the Welsh Assembly
translation package).
b) The translations will only apply to new papers.
c) The programme for completion of this work will be March 2015.
d) The agenda will be posted with papers on the Web Site only and not sent
out in paper form. Clerks will be required to copy off what is needed for
their members.
e) A letter of invite to the meeting will be sent to each Council to remind them
of the meeting.

The cost of altering the Web Site could be as much as £200.

6. Fees for 2014-2015
The meeting confirmed that the following fees are to be recommended to the next quarterly meeting:
Towns/Cities over 10,000 population £75pa.
Towns/Communities 5,0001 to 9,999 population £50pa.
Towns/Communities 4,999 and under population £35pa.

6. One Voice Wales
Following the Welsh Government Committee seeking for the two organisations to work together a plan was put the OVW but was rejected. No proposal from there side has been received. The Secretary is to ask OVW to put forward their proposals asap.

7. Dates for next meeting
The dates of the next meeting is to be Friday 12th December 2014 at 10.30am in the Offices of Rhyl Town Council.
